Definitely a great deal to prevent COLLISIONS with the International Rules of the Road.
One aspect is to have a LOOKOUT stationed on the vessel. With a small vessel like a recreational motorboat, sailboat, fishing vessel and towing vessel it is okay in clear weather conditions to have the CAPTAIN be responsible. However at other times if visibility is limited by weather, traffic density, engine noise or your vessel’s proximity to navigational hazards then you should have another person be the lookout. That person should be as low down and far forward as possible.
